      Opening session of the 30th Ordinary Session of the Permanent Representatives Committee (PRC)

      What: Opening session of the 30th Ordinary Session of the Permanent Representatives Committee (PRC)

      When: Sunday 7 June 2015, at 10:00

      Where: OR Tambo Building, South Africa

      Why: The PRC will discuss items on the agenda in preparation for the 25th AU Summit. Their decisions will be submitted to the Executive Council for further consideration and/ or adoption. The opening session of the PRC will include among others, a speech by the Chair of the PRC, Ambassador Albert R. Chimbindi, and a welcome remark by the Chairperson of the African Union Commission, Dr. Nkosazana Dlamini Zuma, followed by a group photo of Ambassadors with Commission Members. The theme for the AU summits this year is “Year of Women’s Empowerment and Development towards Africa’s Agenda 2063”.

      Who: The meeting will be attended by members of the Permanent Representatives Committee, who are their countries’ permanent representatives to the African Union as well as other Plenipotentiaries of member states. The PRC is charged with the responsibility of preparing the work of the Executive Council and acting on the Executive Council’s instructions.

      25ème Sommet de l’Union Africaine se tiendra en Afrique du Sud
      1 June 2015

      Addis-Abeba, 29 Mai 2015- La République d’Afrique du Sud abritera du 7 au 15 Juin 2015, la Vingt-cinquième (25ème) Conférence des Chefs d’Etat et de Gouvernement de l’Union Africaine sous le thème: “Année de l’autonomisation de la femme et du développement en vue de l’Agenda 2063 de l’Afrique”.

      Le Sommet débutera officiellement par la 30ème Session Ordinaire du Comité des Représentants Permanents (COREP) le dimanche 7 juin et se terminera lundi 8 Juin 2015, au Siege du Ministère des Affaires Etrangères à Pretoria. Le COREP examinera les différents points à l’ordre du jour du 25ème Sommet de l’UA et les soumettra au Conseil Exécutif pour adoption. La session d’ouverture du COREP comprendra, entre autres points, le discours du Président du COREP, Ambassadeur Albert R. Chimbindi; l’allocution de bienvenue de la Présidente de la Commission de l’Union Africaine, Dr. Nkosazana Dlamini Zuma, et une photo de famille des Ambassadeurs accompagnés des Membres de la Commission.

      Par ailleurs, la Vingt-septième (27ème) Session Ordinaire du Conseil Exécutif se tiendra du mercredi 10 au Vendredi 12 Juin 2015 au Sandton Convention Center de Johannesburg en Afrique du Sud. La cérémonie d’ouverture de cette réunion ministérielle comprendra le mot de bienvenue et d’ouverture du Président du Conseil Exécutif; l’allocution de la Présidente de la Commission de l’UA; le discours du Sous-Secrétaire des Nations Unies et Secrétaire Exécutif de la Commission Economique des Nations Unies pour l’Afrique (CEA) et une photo de famille des Ministres. Par la suite, les Ministres des Affaires étrangères et autres Ministres ou autres autorités désignées par les gouvernements des Etats Membres de l’UA se prononceront sur les différents rapports des conférences ministérielles qui ont été organisées par la Commission de l’UA pendant les six derniers mois.

      La Vingt-cinquième (25ème) Session Ordinaire de la Conférence des Chefs d’Etat et de gouvernement de l’Union Africaine est prévue se tenir le dimanche 14 au lundi 15 Juin 2015 au Sandton Convention Center de Johannesburg. La session d’ouverture de la Conférence inclura l’allocution de bienvenue de M. Robert Mugabe, Président de la République du Zimbabwe et Président de l’Union Africaine; Dr. Nkosazana Dlamini-Zuma, Présidente de la Commission de l’Union Africaine; M. Jacob Zuma, Président de la République d’Afrique du Sud; M. Ban Ki Moon, Secrétaire Général des Nations Unies; M. Mahmoud Abbas, Président de l’Etat de Palestine et Président du Comité Exécutif de

      l’Organisation de Libération de la Palestine (OLP) ainsi que les discours des Chefs d’Etat et de gouvernement nouvellement élus, suivis d’une photo de famille.

      Les Chefs d’Etat et de gouvernement procèderont par la suite à l’examen du rapport de la Commission sur la crise Ebola, le rapport de la Retraite Ministérielle sur le Premier Plan décennal de mise en oeuvre de l’Agenda 2063 et les modalités de mise en oeuvre des sources alternatives de Financement de l’Union Africaine ; le rapport du Conseil de Paix et Sécurité sur ses activités et sur l’Etat de la paix et de la sécurité en Afrique; le rapport préliminaire de la Commission sur la Santé maternelle néonatale et infantile.

      Le Sommet de l’UA examinera une série de rapports d’activités:

      Les Chefs d’Etat et de gouvernement échangeront leurs points de vue sur le rapport de M. Macky Sall, Président de la République du Sénégal et Président du Comité d’Orientation des Chefs d’Etat et de gouvernement du NEPAD (HSGOC en anglais); le rapport de M. John Dramane Mahama, Président de la République du Ghana et Président du Comité de Haut Niveau sur le Commerce Africain (HATC) ; le rapport de M. Abdel Fattah El Sissi, Président de la République Arabe d’Egypte et Coordinateur du Comité des Chefs d’Etat et de gouvernement sur le Changement Climatique (CAHOSCC), le rapport de son M. Ernest Bai Koroma, Président de la République de Sierra Leone et Président du Comité des 10 sur la réforme des Nations Unies ainsi que le rapport de Mme. Ellen Johnson Sirleaf, Présidente de la République du Libéria et Présidente du Mécanisme Africain d’évaluation des Pairs (MAEP).

      Par ailleurs, le sommet examinera le rapport de M. Hailemariam Desalegn, Premier Ministre de la République Fédérale Démocratique d’Ethiopie et Président du Comité d’action des Chefs d’Etat et de Gouvernement, AIDS Watch Africa (AWA) avant de procéder à la désignation de certains officiels élus dont six membres du Comité Africain des Experts sur les droits et le bien-être de l’enfant (CAEBDE) et trois membres de la Commission Africaine des droits de l’homme et des peuples (CADHP).

      Une conférence de presse conjointe du Président de l’Union Africaine (UA) et de la Présidente de la Commission de l’Union Africaine clôturera le 25eme Sommet de l’Union Africaine.

      The Protocol Guidelines and attached documents, which included the accreditation forms for the Heads of State / Government or Head of Delegation, Executive Council and Permanent Representatives (PRC), refer.

      The attached Delegate Accreditation Form is to be completed for delegates who will be attending the various Mini Summits which form part of the calendar of events for the upcoming AU Summit to be held in South Africa.

      Each form makes provision for twenty (20) delegates. If there are more delegates, Member States may duplicate the forms to cover a maximum of one hundred (100) delegates to participate in the Mini Summits.

      The Delegate Accreditation Form is to be completed and forwarded under cover of a Note Verbale to the South African Department of International Relations and Cooperation’s State Protocol Operations Room to the regional emails as per the attached contact details by 1 June 2015.

      1. ACCREDITATION FOR MEDIA PERSONNEL BASED OUTSIDE SOUTH AFRICA

      The following accreditation process applies only to media personnel based outside South Africa. Local media personnel or international correspondents based in South Africa do not need to apply through the African Union system. They are required to approach the Department of International Relations and Cooperation (DIRCO) for accreditation (see 2).

      Three methods of accreditation are available.

      1.1. Online system:

      Required documents to accompany application form

      • Two passport size photographs not more than six months old;

      • A letter of assignment on a letterhead from the journalist’s organization indicating his/ her function;

      • Copy of a valid professional press card or equivalent identification

      It is also advisable to carry hard copies of all the required documents in case of any necessary checks. Applications should reach Mrs Akalewold before Monday 1st June 2015.

      2. ACCREDITATION FOR MEDIA PERSONNEL BASED IN SOUTH AFRICA

      All media personnel operating from within South Africa must apply for accreditation through the Department of International Relations and Cooperation (DIRCO) by providing the following information:

      Full Names (as in ID or Passport)

      ID or Passport Number

      Name of Media organization

      Designation (Reporter, Photographer etc)

      Contact Numbers

      Email address

      The above information must be provided on or before 01 June 2015 to the following officials:

      3. WHAT TO DO IN SOUTH AFRICA

      Journalists will need to get two badges.

      3.1. The Government press badge will be issued at the Moslow Hotel in Sandton. (This involves being photographed before the card is processed).

      3.2. AU conference badge. After getting the government issued press badge, journalists will need to go to the Sandton Convention Center to get their conference badges. These will give them access into the conference rooms.

      3.3. Journalists are advised to make sure they arrive in South Africa in good time so as to have the documentation done before the meetings start.

      3.4. Journalists are also advised to arrive at summit venues early to ensure that they clear all entry procedures before the meetings start.

      4. PASSPORTS AND VISAS

      4.1. Members of the media from those countries exempted from visa requirements to South Africa need not apply for visas.

      4.2. All other applicants must comply with the South African visa requirements.

      4.3. Journalists should contact the nearest South African Diplomatic or Consular Mission to request for South African visa.

      4.4. Yellow fever cards will be required at the ports of entry for journalists travelling from yellow fever designated countries.

      5. CUSTOMS CLEARANCE FOR MEDIA EQUIPMENT

      Accredited media personnel bringing technical equipment with them to South Africa will be subject to full Customs Control. Therefore, journalists are requested to send their list of equipment (two copies) together with their application for accreditation. (See media equipment form at http://summits.au.int/en/25thsummit

      Journalists bringing in heavy equipment that will require space outside of the plenary halls will need to relay this information before 1st June to the following officials:

      6. MEDIA FACILITIES

      Access to media facilities will be available only to accredited media representatives. Accreditation is open to bona fide journalists, broadcasters, photographers, film and television camera crews and technicians.

      A media center, with facilities for print, online and electronic media will be available at the summit venue.

      7. REQUESTS FOR INTERVIEWS WITH AUC LEADERSHIP

      Journalists wishing to interview the leadership of the AU Commission during the summit should submit their requests to Mrs Esther Azaa Tankou on YambouE@africa-union.org; Tel: +251 911 36 11 85

      8. MEDIA BRIEFINGS BY AU LEADERSHIP

      Briefings by leaders of the various African Union organs and programmes will take place at the conference center. Journalists will be given advance notice of the briefing time, venue and speakers.

      Other partner organisations of the AU occasionally request facilities for media briefings during the summit. Journalists will be notified of such briefings through postings in the media center

      9. MEDIA COVERAGE OF THE SUMMIT

      Opening and closing sessions during the meetings are open to journalists, depending on availability of space within the meeting rooms. Media practitioners will be informed of how to enter the plenary halls in the following ways:

      - A guideline will be circulated to all media on the AU database and on the AU website

      - A briefing session will be held for all media during the summit. A notice will be circulated regarding the time and date of the briefing.

      10. LIVE STREAMING

      Open sessions of the Summit and related meetings will be streaming live, all the opening sessions of the PRC, Executive Council and Assembly meetings as well the press conferences by AU leadership. These feeds will be available through the media centre

      13. ACCOMMODATION
