Meeting of Minsters for the Eleventh Ordinary Meeting of the Specialized Technical Committee on Defence, Safety and Security

Invitation to representatives of the media

What:

The Commission of the African Union (AU) will hold the 14thOrdinary Meeting of African Chiefs of Defence Staff and Heads of Safety and Security, and 11th Ordinary Meeting of the Specialized Technical Committee on Defense, Safety and Security.

When:

12 October 2018, Opening Ceremony - 9:00 am.

Where:

African Union Headquarters, Addis Ababa, Ethiopia

Plenary Hall, Old Conference Building

Who:

African Ministers of Defence, Internal Affairs, and Heads of National Institutions in Charge of Safety and Security as well as Regional Economic Communities and Regional Mechanisms.

Why:

1. To reflect on the Commission’s continued effort to facilitate timely deployment of the African Standby Force (ASF) and its Regional Standby Forces. Expediting the deployment of the ASF for AU Peace Support Operations, including the use of ad-hoc coalitions, in line with the AU Constitutive Act.

2. To ensure rapid deployment is also the operationalization of the Continental Logistics Base and strengthening relations with the RECs/RMs

3. Progress update on the development of the PSO Doctrine through the development of a framework document that articulates the key elements of the AU PSO Doctrine, for a more coherent and appropriately sequenced approach that will ensure the ASF Concept is aligned to the strategic vision and objectives of the PSO Doctrine.

4. Last but not least, the enhancement of the Commissions Compliance and Accountability Framework on IHL, Human Rights and Conduct and Discipline. The draft Policy on Conduct & Discipline; and the draft Policy on Prevention and Response to Sexual Exploitation and Abuse represents tangible steps to ensure the highest standards are upheld in our peace support operations. Furthermore, these efforts reinforce AU’s commitment to continuously uphold international norms and standards and reiterate the central role of Member States through the revitalization of the Peace Fund.
