“Return of the Policy that shall not be named: Principles of Industrial Policy.”

The presentation of the paper, attached herewith, The Return of the Shall Not Be Named: Principles of Industrial Policy, during the Fridays of the Commission, is timely and critical as the continent commenced free trade under the African Continental Free Trade Area (AfCFTA) on 01 January 2021.

Undoubtedly, the success of the AfCFTA hinges on robust industrial policies that promote inclusive and sustained growth through technological innovation, industrial upgrading, and diversification and sophistication. Prior to the COVID 19 pandemic, Africa's economies were among the fastest-growing in the world. However, this growth has not translated into economic diversification and adequate job creation. Exports remain mainly concentrated on the primary commodities' sector, with minimal diversification over time.

This conference aims to address some of these issues by drawing lessons from the paper that assesses various experiences from other regions. As evidence suggests, to develop and apply the principles of Industrial Policies, one would need to specify the strategies that countries can use, depending on their circumstances. This requires determining which specific areas to concentrate on, what types of institutions to establish, what skills and infrastructure to acquire, and how to accomplish it. Experiences and discussions from the meeting will be critical in bolstering these elements.
