INVITATION TO THE REPRESENTATIVES OF THE MEDIA

What:  Workshop on the Communication Strategy of the AU-EU-UN Partnership Project for Enhancing the AU's Compliance and Accountability Framework for its Peace Support Operations

When: 3 March 2023, from 10:00 AM to 12:00 PM (GMT+3)

Where: The Julius Nyerere Peace and Security building, AU HQ

Who: The Department of Political Affairs, Peace and Security (PAPS) of the African Union Commission (AUC), in partnership with the Office of UN High Commissioner for Human Rights and funding from EU.

Why:

The AU-EU-UN Partnership for enhancing the African Union’s Compliance and accountability frameworks (AUCF) for its Peace Support Operations. The project targets the African Union Commission (AUC), AU Member States, in particular Troop and Police Contributing Countries (T/PCCs) with respective personnel of AU mandated and AU authorized/endorsed/recognized Peace Support Operations (PSOs), in addition to other stakeholders within Africa.

The overall of objective of the AUCF is to enhance AU’s capacity to ensure that AU PSOs are planned and conducted in compliance with international human rights law, including regional human rights instruments, and international humanitarian law, as well as applicable standards of conduct and discipline (CD) pursuant to communiqué PSC/PR/COMM. (DCLXXXIX) of 30 May 2017 and other relevant AU decisions. The 3 main pillars of the project, also guiding the activity planning, implementation, communication, partnerships as well as reporting are prevention, response and remedial action to enhance the AU’s compliance and accountability framework for its peace support operations.

This Communication strategy also benchmarks against the UN Secretary General’s digital transformation and data strategy, and the AU initiatives in its declaration (STC-CICT3), to deliver an effective plan for promptly and effectively communicating to relevant stakeholders, through facilitating collaboration and cooperation, strengthening coordinated delivery of outputs, promoting information sharing and providing customised effective tools backed up with capacity building and change management.

Objectives:

The objectives of the Workshop are to:

  • enhance information sharing between partners/stakeholders/beneficiaries for better coordination;
  • facilitate follow-up action and reporting on the 3 pillars of the AUCF; namely prevention, response and remedial action in the contexts of compliance, accountability and change management;
  • improve change management by strengthening capabilities amongst T/PCCs in implementing the compliance and accountability framework.
