What: 2^nd AU workshop on the Review of The African Union Post-Conflict Reconstruction and Development Policy

Where: The Nile Ritz-Carlton, Cairo, Egypt

Who:     The Department of Political Affairs, Peace and Security (PAPS) of the African Union Commission (AUC) in collaboration with the Ministry of Foreign Affairs of Egypt  (Department of African Organizations and Communities), the Cairo International Centre for Conflict Resolution, Peacekeeping and Peacebuilding (CCCPA), and the AU Development Agency (AUDA- NEPAD), under the auspices of H.E. Abdelfattah El-Sisi in his capacity as the Champion of Post-Conflict Reconstruction and Development in Africa

Why: The African Union (AU) Post-Conflict Reconstruction and Development (PCRD) Policy was adopted by the Executive Council of the African Union during its 9th Ordinary Meeting held in Banjul on 28-29 June 2006. In the decade that followed, AU PCRD efforts took various forms, including the implementation of quick impact projects (QIPs) and peace strengthening projects (PSPs), the development of stabilization strategies for both the Sahel and the Lake Chad Basin, supporting the establishment of state institutions (constitutional, rule of law, human rights bodies), as well as the implementation of programs of disarmament, demobilization, and reintegration (DDR), security sector reform (SSR), transitional justice and rule of law.

Despite these efforts, however, the Peace and Security Council (PSC) in its 670th session of March 2017 highlighted that the PCRD dimension remains the “weakest link” in the implementation of both the African Peace and Security Architecture (APSA) and the African Governance Architecture (AGA). As a result, the PSC in its 1047th session requested the review of the AUPCRD Policy Framework to consolidate its response to an ever-evolving security environment and to the emerging challenges to peace and stability.

Objectives:

The workshop aims to take stock of progress achieved in the review of the AU PCRD policy, identify and address existing gaps, with a particular focus on alignment of the AU policy frameworks, including those related to the African Governance Architecture (AGA), the African Peace and Security Architecture (APSA), and the AU Climate Change and Resilient Development Strategy and Action Plan (2022-2032), with the evolving international discourse on peacebuilding and sustaining peace, and operationalizing the humanitarian-development-peace-nexus. The workshop also consolidates the coordination among existing and new AU policy frameworks most notably the AU Policies on Transitional Justice, Stabilization, etc, and charts the course forward for completing the review of the policy framework for consideration during the 37th Ordinary Session of the African Union Assembly. Furthermore, the workshop will also serve as a preparatory meeting for the fourth edition of the Aswan Forum for Peace and Development, which aims at operationalizing the Humanitarian-Development-Peace-Nexus (HDPN).

Expected Outcome:

The review of the AU-PCRD strategy is expected to consider the international context and address existing normative and policy gaps, which in turn is expected to strengthening the AU-UN partnership on peacebuilding, with a view to enhance operational complementarity and leverage strategic and comparative advantages of regional and international organizations. Additionally, the review of the Strategy is expected to clearly outline the central role of the recently launched AU Centre for PCRD in its implementation, particularly with regard to coordinating efforts, and should underscore the necessity of building the Centre’s capacities.

Relevant experts, regional and international stakeholders, regional economic communities and mechanisms (RECs/RMs), the United Nations, African and international financial institutions, think tanks and civil society organizations involved in the planning, implementation, and financing of PCRD and peacebuilding activities
