Agenda 2063 is the blueprint and master plan for transforming Africa into the global powerhouse of the future. It is the strategic framework for delivering on Africa’s goal for inclusive and sustainable development and is a concrete manifestation of the pan-African drive for unity, self-determination, freedom, progress and collective prosperity pursued under Pan-Africanism and African Renaissance.
H.E President William Samoei Ruto (PhD), President of the Republic of Kenya and the African Union Champion on Institutional Reform. H.E. Ruto was appointed during the 37th Assembly of Heads of State and Government in February 2024 to champion the AU Institutional Reform process taking over from the H.E Paul Kagame, President of the Republic of Rwanda who led the implementation of the reform process since 2016.

What: The African Peer Review Forum (APR Forum), a Committee of Participating Heads of State and Government of the Member States of the African Union who have voluntarily chosen to accede to the African Peer Review Mechanism, will convene to address critical governance issues, including the peer review of various Country Review and Targeted Review reports, reports on National Plans of action, and the presentation of the Africa Governance Report.

Background information.
3rd Extraordinary and 34th Ordinary Sessions of the APR Forum of Heads of State and Government will address critical governance issues, including the peer review of various Country Review and Targeted Review reports, reports on National Plans of action, and the presentation of the Africa Governance Report (AGR) 2025.
Key highlights of the APRM Forum sessions include a keynote address by H.E. Abdelmadjid Tebboune, President of the People’s Democratic Republic of Algeria and Chairperson of the APRM Forum, as well as the formal accession of new APRM Participating States.
The Forum will also feature the peer review of Zambia’s Second- Generation Country Review Report, as well as Targeted Review Reports of Uganda, Togo, Senegal, and Ghana, addressing key challenges such as infrastructure development, agricultural growth, corporate governance, and the role of mineral resources in economic transformation.
Additionally, the sessions will include presentations on Progress Reports on the implementation of the APRM National Programme of Action (NPOA) in Côte d'Ivoire and Kenya, reflecting the countries’ commitments to the Mechanism’s goals. A crucial moment will be the presentation of the APRM Strategic Plan 2025-2028, outlining the future direction of the Mechanism and its strengthened impact across the continent.
The Forum will conclude with the adoption of the Summit Communiqué, formalizing the conclusions and recommendations from the 3rd Extraordinary and 34th Ordinary Sessions of the APR Forum.
These sessions represent a critical platform for African leaders to review and adopt policies that advance good governance, foster economic development, and promote sustainable progress across the continent.
