Anchored in this year’s theme, the 4th African Girls Summit will highlight innovative and integrated approaches that enhance girls’ education, health, safety, resilience and access to opportunities. It will also take stock of progress from the last Summit and outline a renewed roadmap to strengthen legislation, improve services and drive community-level change. The overarching goal is to advance an Africa where every girl is protected, empowered and able to reach her full potential. The African Union Department of Health, Humanitarian Affairs and Social Development (HHS) will convene the under the theme “Building Innovations: Collectively Accelerating Girls’ Social Rights and Empowerment’’. Which was be held Monday to Wednesday; 8th – 10th December 2025 at the United Nations Economic Commission for Africa (UNECA), Addis Ababa.

The Summit will bring together government officials, technical experts, youth leaders, civil society and traditional leaders. High-level Speakers include: A Representative from World Bank, Miss Eldana Samuel Haddis: Child Parliamentarian, H.E. Claver Gatete – Executive Secretary, UNECA, H.E. Amb. Amma Twum Amoah - Commissioner for Health, Humanitarian Affairs and Social, African Union, H.E. Ergogie Tesfaye (Ph.D.), Minister for Women and Social Affairs, Federal Democratic Republic of Ethiopia, individuals from international organisations. The 4th AGS will provide a platform to propound on the rationale: “To increase girls’ and women’s educational attainment and earnings in the program areas, and to strengthen the regional institutional capacity to assess progress in gender equality in the region”.

The general objectives of the African girls summit I about building and creating Innovations that help speed and accelerate social rights of Girls and opportunity for Empowerment. By doing this the girl child will be protected from all forms of vices and gender-based violence (GBV). Another objective is to provide a platform for progress sharing, innovative practices, with a view to achieving AU Agenda 2063, AU Agenda 2040.

Specific Objective

• Provide a forum to present progress and follow-up on the roadmap of the 3rd AGS
• Share and scale up innovative practices for the elimination of gender-based violence against girls, including harmful practices.
• Collect concrete recommendations particularly from children and adolescents, with key milestones and evidence, to guide the 4th African Girls’ Summit Outcome and Roadmap.
• Develop an outcome wit integrated policies and gender transformative approach for prevention and response to end harmful practices, as well as African Union decisions and actions on ending child marriage and female genital mutilation.
• Contribute to strengthening efforts towards achieving Aspiration 6, priority 6.1.2 of Agenda 2063 on “Violence and discrimination against women and girls” and calls for the eradication of “...all forms of gender-based violence and harmful practices against women and girls, especially child, early and forced marriages and female genital mutilation”.
• Strengthened action in Africa and a consensus, progressive and far-reaching outcomes on strengthening girls and young women’s social and economic rights- on education, livelihoods, providing policy recommendations and key milestones.
• Strengthen the AU Accountability Framework for Member States and other stakeholders to track progress on implementation of recommendations of the African Girls’ Summit.

• Stocktaking progress since the 3rd African Girls’ Summit (AGS) conducted and agreed on clear actions and recommendations towards accelerating elimination of harmful practices in Africa addressed.
• Proposals for concerted action to accelerate the elimination of violence against girls, including harmful practices in Africa, with a view to achieving AU Agenda 2063, AU Agenda 2040 and the Sustainable Development Goals (SDGs).
• The adoption of the summit final report and the outcomes document and a set of innovative practices to scale up for the elimination of gender-based violence against girls, including harmful practices.
• Better integration of integrated and gender transformative approach to in the strategies for the elimination of violence and discrimination against women and girls.
• Consultant will be hired, to develop policy briefs on 4th AGS thematic areas, moderate breakout sessions, prepare meeting report, develop the main outcome document and follow up with stakeholders
• The above Expected Outcomes align with the following indicators.
  • Indicator from the AMERT results framework: Output Indicator 3.2.2: Accelerated implementation of existing regional policies and conventions on gender equality by participating countries
  • Indicator from the AMERT results framework: Output indicator 3.3.2: Number of interventions at community level for norms change
