Nairobi, Kenya 26th July 2017: The Consultation on the review of the two-year (2017-18) work plan of the AU-STC8 Sub-committee on Public Service and Administration (PsA) and Guidance for the development of Model Guidelines for the Reporting Mechanism on the Implementation of the African Charter on the Values and Principles of Public Service and Administration kicks of today 25th July 2017 in Nairobi, Kenya. This consultation opens the path towards implementing articles 23) 2. i. b of the Charter which calls on the AU Commission to develop reporting guidelines and for State parties to report every two years on the implementation status of the provisions of the charter through these guidelines.

In his remarks, Mr. Issaka Garba Abdou, representing Dr. Khabele Matlosa, Director for Political Affairs of the African Union Commission, stated that, the African Charter on the Values and Principles of Public Service and Administration was adopted by the sixteenth ordinary session of the Assembly, held in Addis Ababa, Ethiopia on 31st January 2011, and came into force on July 23, 2016.
He further recalled the objectives of this consultation as 1- Develop terms of reference for the recruitment of a consultant to prepare a draft model guideline for the reporting mechanism on the implementation of the African Charter on the Values and Principles of Public Service and Administration, 2- Develop terms of reference for the recruitment of a consultant to prepare a draft model guideline for the reporting mechanism on the implementation of the African Charter on the Values and Principles of Public Service and Administration,3- Review and adopt the 2017-2018 work plan of the AU-STC 8 Sub-committee on Public Service and Administration in line with the 2018 AU theme of anti-corruption,4- Discussing the preparations for the first Conference of States Parties to the Charter and the meeting of the AU-STC 8 on Public Service and Administration.

He informed the meeting that the adoption of this Charter serves as a determination by African Union Member States to improve public service delivery, combat corruption, protect the rights of citizens as users of public service as well as to promote good governance and sustainable development. He stated that, the entry into force of this Charter proves the commitment of Member States to promoting good governance as well as the values and principles of public service, the quality and innovative service delivery that meet the requirements of all citizens on the Continent.

In his welcome remarks, Mr. Simon Angote, Director of Human Resources’ Development Division representing Ms. Lillian Mbogo-Omollo, Principal Secretary for Public Service and Youth Affairs called on all participants to do their best during these three days meeting to develop the terms of references for the recruitment of a consultant and also review the two-year work plan of the Sub-committee on Public Service and Administration.
He recalled the importance of the Charter which lays the foundation for ethical and efficient public services, thus the urgent need to have guidelines which will direct their implementation and on which results can be measured. He then wished all a fruitful deliberation during this consultative meeting and declared the meeting officially open.
The expected results of this consultation will be the Terms of Reference for the recruitment of a Consultant and a revised and aligned work plan of the AU-STC 8 sub-committee on Public Service and Administration with the 2018 AU theme.
