Agenda 2063 is the blueprint and master plan for transforming Africa into the global powerhouse of the future. It is the strategic framework for delivering on Africa’s goal for inclusive and sustainable development and is a concrete manifestation of the pan-African drive for unity, self-determination, freedom, progress and collective prosperity pursued under Pan-Africanism and African Renaissance.
H.E. Mr. Paul Kagame, President of the Republic of Rwanda, was appointed to lead the AU institutional reforms process. He appointed a pan-African committee of experts to review and submit proposals for a system of governance for the AU that would ensure the organisation was better placed to address the challenges facing the continent with the aim of implementing programmes that have the highest impact on Africa’s growth and development so as to deliver on the vision of Agenda 2063.

Addis Ababa, 28 January 2018– the Office of the Legal Counsel of African Union Commission is pleased to announce the Election of Mr. NZINZ Pierre Dominique (Gabon) as President of the Pan African University (PAU) Council for a three – Year term. He was elected as the President of the Council during the 32nd Ordinary Session of the Executive Council held 25-26 January 2018, Addis Ababa Ethiopia. However, it was recommended by the Executive Council that the Vice-president of the PAU Council be elected at the Thirty Third Ordinary Session of The Executive Council scheduled for June/July 2018 because of the lack of candidates as there was irregularity on the submission of the candidatures to the Office of the Legal Counsel.
The Pan African University (PAU) is established by the Assembly Decision Assembly/AU/Dec.290 (XV) by the Assembly of Heads of State and Government of the African Union during its Fifteenth Ordinary Session in July 2010. The University is established as a step towards the creation of high quality continental institutions that promote quality training, research and innovation with in Africa, ensure a steady nurturing of new ideas and also a continuous injection of highly skilled human resources to meet the developmental needs of the continent. To this end, the PAU Council being the highest governing body of the University has the mandate to have oversight of the policy, finances and property of the PAU.
The Election took place according to the revised Statute of PAU that gives the mandate to elect the president and vice president of the PAU council from a list of five candidates presented by the Bureau of the STC. Towards that end, the Legal Counsel conducted the Election of the president of the Pan African University based on the provisions of the Revised Statute of PAU and the Rules of Procedure of the Executive Council on the 32nd Ordinary Session of the Executive Council.
Mr. NZINZ Pierre Dominique won the Election with a majority of 40 votes and became the president of the PAU Council. The Office of the Legal Counsel takes this opportunity to congratulate him and to wish him well in this important assignment.
