Agenda 2063 is the blueprint and master plan for transforming Africa into the global powerhouse of the future. It is the strategic framework for delivering on Africa’s goal for inclusive and sustainable development and is a concrete manifestation of the pan-African drive for unity, self-determination, freedom, progress and collective prosperity pursued under Pan-Africanism and African Renaissance.
H.E. Mr. Paul Kagame, President of the Republic of Rwanda, was appointed to lead the AU institutional reforms process. He appointed a pan-African committee of experts to review and submit proposals for a system of governance for the AU that would ensure the organisation was better placed to address the challenges facing the continent with the aim of implementing programmes that have the highest impact on Africa’s growth and development so as to deliver on the vision of Agenda 2063.

Contents of this document are not intended to serve as recommendations from the Africa CDC; rather, it is a summary of the fact base to help inform Member States. It is important to note that the outbreak is evolving rapidly and that the nature of this information will continue to change. So, we will continue to provide regular updates to ensure member states are informed of the most critical developments in these areas.

Based on a sample of over 1000 ex-combatants in Sierra Leone this study sought to explore individual, group and community level determinants of reintegration success defined as whether ex-combatants have been accepted by their families, found employment, rejected their faction as a political actor and accepted the democratic process.
This study carried out amongst LRA ex-combatants analyzes the drivers of reintegration of XCs in Northern Uganda - including those directly and indirectly linked to the DDR process. It highlights the importance of kinship networks as one of the main drivers of reintegration and challenges faced by female ex-combatants
Drawing on interviews with 63 ex-combatants (rural and urban) this report explores the reasons that respondents joined armed groups and also what drove them to join the DDR programme before going on to examine how successfully they appear to have been reintegrated. The findings note the apparent importance of family support in reintegration and also questions the relative utility/cost effectiveness of commodity provision as opposed to cash support in most cases.
Assessment of the reintegration of XCs into civilian life in North Kivu, South Kivu and Ituri DRC. Includes a fairly detailed overview of the context in which DDR was attempted. Interesting commentary and recommendations on issues related to the absorption of some ex-combatants into new military structures (and why it may have failed) and the use/utility of reinsertion kits provided to ex-combatants.
Historical review and analysis of the long-term impact of DDR in several Southern African countries - draws a useful distinction between DDR associated with end of armed conflict and military downsizing as part of broader PFM /SSR processes. Key findings and lessons learned usefully summarised at end of the document (page 31-33). Report suggests that a key lesson for current and future DDR programmes that devising appropriate and sustainable reintegration processes at the onset is essential
