11th Extraordinary Summit Summary of Key Decisions

Addis Ababa, Ethiopia 18 November 2018- The 11th Extraordinary Session of the African Union Summit, focusing on institutional reform of the African Union, was held in Addis Ababa from 5th to 18th November 2018. It started with a meeting of the Permanent Representatives Committee from 5-7 November, followed by the meeting of the Executive Council from 14th to 15th November. From 17th to 18th November, the AU’s apex decision making body, the Assembly, held its meeting.

The following is a summary of decisions made on the main issues.

Addis Ababa, Ethiopia, 17 November 2018- The supreme organ of the African Union, the Assembly, which comprises Heads of State and Government of all the 55 African countries, began its 11th Extraordinary Session today with a call to advance the institutional reform of the Union, as events on the continent, and across the world, continue to confirm the urgency and necessity of this project.

The Assembly meeting is the culmination of the AU’s statutory meetings, and was preceded by the meetings of the Executive Council and the Permanent Representatives Committee.

This decision marks a key step in the implementation of the Financing of the Union agenda, which is part of the ongoing institutional reform process.

Cotonou/Addis Ababa, 24 October 2018: The Chairperson of the African Union (AU) Commission, Moussa Faki Mahamat, ended his two-day visit to the Republic of Benin, yesterday 23 October 2018.

During the visit, the Chairperson met with President Patrice Talon with whom he had an extensive exchange of views on the ongoing efforts to deepen integration, including through the African Continental Free Trade Area. They also discussed the institutional reform process, in the context of the Extraordinary Summit on the issue due to be held in Addis Ababa on 17 and 18 November 2018, as well as the promotion of regional peace and security, including the fight against terrorism. President Patrice Talon expressed his appreciation of the efforts being deployed by the Commission and his commitment to support them.

The Chairperson and his delegation also held a working session with Minister of Foreign Affairs Aurélien Agbénonci, Minister of Interior and Public Security Sacca Lafia, Minister of Trade Serge Ahissou, Minister of Transport Alassane Seidou and other senior officials. The discussions focused on various flagship projects of Agenda 2063 and how to expedite their implementation.

The Chairperson proceeded yesterday to the Republic of Guinea, for consultations with President Alpha Condé and other senior Guinean officials. He will travel to Nigeria thereafter, before returning to Addis Abeba on 27 October 2018.

Conakry/Addis Ababa, 25 October 2018: The Chairperson of the African Union (AU) Commission, Moussa Faki Mahamat, yesterday, concluded his working visit to the Republic of Guinea. He arrived in Conakry on 23 October 2018 from Cotonou, Benin, where he conferred with President Patrice Talon and other senior officials in the country.

This decision is part of the African Union’s drive to expedite the integration of the continent through infrastructure, in order to promote economic growth and sustainable development.
