Good afternoon!!!

I am delighted to be part of this Special Ministerial meeting on the margins of the 8^th Edition of the celebration of the Continental Africa Public Service Day (APSD).

On the onset, allow me to congratulate the Hon. Minister, Prof. Paul. Mavima, Chair of this Special Session of Ministers, for the well organization of the whole APSD 2021 celebration.

I would also like to congratulate Hon. Senzo Mchunu, Minister for Public Service and Administration, of the Republic of South Africa for his election as Chairperson of the Conference of State parties to the African Charter on Values of Principles of Public Service and Administration.

On behalf of the Chairperson of the Commission, I welcome you to this meeting that main objective is to consider and approve the Draft Declaration of 2021 APSD.

Ladies and Gentlemen,

The Covid-19 pandemic, it should be recalled, has exposed systemic weaknesses in the provision of quality services such as water, sanitation, housing, health care and infrastructure in already underserved communities across Africa.

In such a context, it is therefore imperative to strike a balance between quality public service and cost-cutting measures, which would require innovations to facilitate service delivery and performance in our countries.

we have seen many African countries been engaged on different measures to stop the spread of the coronavirus pandemic without compromising the delivery of critical public services. It is therefore fitting that we gather at this special session of ministers to also exchange and peer learn on our country’s perspective on Service Delivery, Continuity and Recovery during and post Covid Pandemic Dispensation.

The draft declaration of the 2021 APSD proposed by the expert’s team, whom I congratulate, will facilitate our work, enable fruitful deliberations and ensure that we achieve our objectives.

Before concluding, I would like to thank all the participants in this meeting, and in particular the ministers, for the sacrifice they have made to take part in this Chair of this Special Session of Ministers, and the whole APSD 2021 celebration, notwithstanding their very busy national schedules.
