Report of the 2007 DDR Conference in Kinshasa. Report attempts to define and describe how and why individuals become COFS and potential options for intervention.

Report analyses the process of amnesty as characterized in Uganda’s Amnesty Act 2000 primarily from the perspective of those who experienced the process first hand – either as combatants or as community members. Specific focus is on the issue of reintegration of ex-combatants and their acceptance, or non-acceptance, within the communities and the role of locally developed transitional justice mechanisms.

Copy of this document adopted by member states in July 2006. Article 25 gives specific reference to the need for DDR programmes to support post conflict reconstruction and development efforts.

This Case Study highlights the situation faced by groups of youth excluded from formal DDR processes and the dynamics that ensued. The paper argues the case for flexible and responsive programming that deals with emerging priorities on the ground in order to under stabilisation efforts.
