SECTION I: LETTER OF INVITATION

Dear Applicants,

REF: REQUEST FOR EXPRESSIONS OF INTEREST:  CONSULTANCY SERVICES AS LEGAL CONSULTANT FOR THE AFRICAN UNION COMMISSION ON INTERNATIONAL LAW

  1. The African Union Commission seeks to hire an individual legal consultant for the above assignment.
  1. The AUC now invites interested Individual Consultants to submit CVs for the assignment as per attached Terms of Reference (TORs). AUC policy requires consultants to provide professional, objective, and impartial advice, and at all times hold the Client’s interests paramount, without any consideration for future work, and strictly avoid conflicts with other assignments or their own interests.
  1. Individual Consultants will be selected under Individual Consultancy Selection Procedure
  1. Applications addressed to the Chairperson of The African Union Tender Board must be sent by e-mail to Tender@africa-union.org.  The subject of the e-mail application must bear the procurement number and title of the assignment being applied for. 

4. The Deadline for submission of CVs is 21st October 2016 at 15hours Addis Ababa Time.  Late applications will not be considered. 

5.  This Request for Expressions of Interest comprise of the following:

SECTION II: TERMS OF REFERENCE

CONSULTANCY SERVICES AS A LEGAL CONSULTANT FOR THE AFRICAN UNION COMMISSION ON INTERNATIONAL LAW

DUTIES AND RESPONSIBILTIES

OBJECTIVES OF THE WORK OF THE CONSULTANT

With the view to fulfill its mandate, the AUCIL will be holding its 5th Forum, and its 12th Session. It will further publish its Journal and Yearbook. The African Union Commission therefore seeks to engage the services of a Consultant according to the following terms and conditions:

KEY TASKS

The assignment will include the following:

  1. Conduct Legal Research and assist in the development of the AUCIL Forum
  2. Prepare legal working documents relevant to upcoming studies
  3. Assist in the publication of the AUCIL Year Book
  4. Assist in publication of the AUCIL Forum proceedings.

DELIVERABLES/OUTPUTS

  1. An inception report demonstrating the Consultants understanding of the assignment and proposing methodologies and survey tools to be used.
  2. Submit draft report after one month of the date of assumption of duty
  3. Submit final report at the end of the 9 days

ELIGIBILITY AND QUALIFICATIONS

•           Citizen of any AU Member State

•           Holders of an advanced University degree in Law

•           Working Experience of at least two years within international organizations

•           Demonstrated knowledge in the work of the AUCIL 

•           Ability to work in a multicultural setting, and to deliver in a timely manner

LOCATION

The consultant shall be based within the AUCIL Secretariat, in Addis Ababa, Ethiopia. Any travel necessary for the successful completion of the assignment, duly authorized in advance by the Commission will be paid in accordance with the AUC Rules and Regulations.
