Nairobi, Kenya, 29th November 2016:  Under the process of implementing the Malabo Declaration agricultural transformation in Africa, the African Union Commission (AUC) and the NEPAD Planning and Coordination Agency (NPCA) have been tasked to lead the establishment of the Biennial Review (BR) Mechanism for regular country progress reporting to the AU Assembly.

The  African Heads of State in June 2014 recommitted themselves to the principles of the Comprehensive Africa Agriculture Development Programme as enshrined in the Malabo Declaration.

The Biennial Review Mechanism aims to provide a platform for mutual accountability, peer review and peer pressure that will motivate increased performance by member states to deliver on targets set by the Malabo Declaration, through a well-designed, transparent and performance based Monitoring and Evaluation (M&E) and Biennial Sector Reporting to the AU Assembly that will in turn trigger evidence based planning and implementation at all appropriate levels (national, regional and continental) for the expected agricultural growth and transformation in Africa and ultimately lead to the Africa We Want To See as embodied in the African Union’s Agenda 2063 and the global Sustainable Development Goals (SDG’s).

It is therefore in line with their leadership role in the mutual accountability process that the AUC and NPCA have planned this Workshop; Training of Trainers on the Malabo Declaration Biennial Review Reporting Process. This Workshop intends to train specific organizations involved in Mutual Accountability for CAADP on a final set of 44 indicators categorized in 22 performance categories under the 7 performance areas (themes) for reporting on the Malabo Declaration.

In his opening remarks, Mr. Ernest Ruzindaza, the Senior Adviser to Her Excellency, the Commissioner of the Department of Rural Economy and Agriculture of the African Union Commission laid emphasis on the technical nature and expectations of the Workshop. “Let’s get the right skills to support the countries to collect, analyze and report to RECs and the AUC in line with the Biennial Review Mechanisms to track CAADP implementation and the agricultural transformation process” he said.

He also stated the importance of the Workshop as AU Heads of State have committed themselves to this process of mutual accountability. The Heads of State will receive the Report in the January 2018 Summit.

Mr. Augustin Wambo, Head of CAADP at the NPCA in his opening remarks stated that “The Workshop is to enable participants become conversant with the technical documents that have been developed to adequately track the implementation of the Malabo Declaration.”

The Workshop will also aim to agree on the modus operandi for the proposed regional trainings which will enable the effective commencement of the country reporting process from January 2017.
