Second Ordinary Session of Specialized Technical Committee on Migration, Refugees and Displaced Persons

INVITATION TO REPRESENTATIVES OF THE MEDIA

What: The African Union will hold the Second Ordinary Session of the Specialized
Technical Committee (STC) on Migration, Refugees and Displaced Persons

Theme: Opportunities for Migration and Free Movement of persons in Africa and
Mitigating Challenges

When: The STC meeting will be held in two phases:-
1. Experts Session will convene on 16-19 October 2017
2. Ministerial Session will convene on 20-21 October 2017

Where: Serena Hotel, Kigali, Rwanda

Who: Jointly organized by the Department of Political Affairs; and Department of Social Affairs at the African Union Commission, in collaboration with the Government of the Republic of Rwanda.
Objective: The objectives of the STC meeting on Migration, Refugees and Displaced Persons are:
a. To consider and adopt the Protocol to the Treaty Establishing the African Economic Community relating to Free Movement of Persons, Right of Residence and Right of Establishment, and Implementation Mechanism;
b. To consider and adopt the revised AU Migration Policy Framework for Africa;
c. To consider and adopt Global Compact on Safe, Orderly, and Regular Migration
Participants:
Expected participants at the second STC meeting will include Member State Ministers and Experts in charge of Migration, Refugees and Immigration matters.

Background:
In a bid to strength its decision-making processes, the Assembly of Heads of State and Government adopted Decision, Assembly/AU/Dec.227 (XII), in Addis Ababa, Ethiopia in February 2009. The decision took into consideration reconfiguration of the Specialized Technical Committees (STCs) and further decided that each STC should meet at the level of Ministers and Experts once every two years. STCs are policy organs of the African Union in accordance with Article 5 of the Constitutive Act of the African union. The second STC meeting on Migration, Refugees and Internally Displaced persons will be crucial to the future of Africa as a continent, as it will focus on key framework policies and important legal instruments for the implementation of Agenda 2063 of the African Union and its first 10 years implementation plan.
Journalists are therefore, invited to cover the opening session of the experts meeting on 16th October 2017 at 9:00am; and the ministerial opening ceremony on 20th October at 9:00am and also the closing session on October 21, 2017 at Serena Hotel Kigali, Rwanda.
