3rd Specialized Technical Committee Meeting On Youth,
Culture and Sports (STC-YCS–3)

What: The 3rd Specialized Technical Committee Meeting on Youth, Culture and Sports
(STC-YCS–3) under the theme “Role of African Youth in Building a Strong Culture
towards Fighting against Corruption”.

There will be sessions where Youth, Culture and Sports sectors are discussed in plenary to enhance common understanding of the three sectors by all participants; and there will also be parallel sessions to enable more in-depth discussions for Youth, Culture and Sports separately.

The STC-YCS 3 will be carried out in parts as below:

a) Senior Official’s Meeting (21st - 24th October 2018).
b) Ministerial Meeting (25th October 2018).

When: 21st – 25th October 2018.

Where: Algiers – Algeria.

Why: The purpose of the 3rd Session of the STC-YCS3 is to provide an opportunity for AU Member States to discuss issues pertaining to the development of the Youth, Culture and Sport sectors at National, Regional and continental level as well as establish synergies among the three sectors.

The specific objectives of the third session of the STC on Youth Culture and Sports are to:
a. Update the ministers on the status of on-going programmes, and on the performance of RECs and Member States in Youth, Culture and Sports sectors;
b. Discuss operationalization and implementation of AU Summit Decisions relevant to Youth Culture and Sports sectors on the continent.

Who: The STC-YCS3 is being convened by the Department of Social Affairs & Department of Human Resources Science and Technology of the African Union Commission (AUC) together with the Government of the People's Democratic Republic of Algeria.

Expected Outcomes :

1. Adoption of the Plan of Action for the African Decade for Technical, Professional and Entrepreneurial Training and Youth Employment
2. Adoption of the report of the Study on the Organization of Youth in Africa
3. Adoption of the Draft African Union Model Law on the Protection of Cultural Property and Heritage;
4. Adoption of the Report and Framework for Action of the 1st AU Pan-African Writers’ Conference;
5. Adoption of the Draft Implementation Guide of the Charter for African Cultural Renaissance;
6. Adoption of the Report and Framework for Action of the V Pan-African Cultural Congress; and
7. Adoption on decisions related to the Programme on Audio-Visual and Cinema.
Participants:

The high level meeting will convene participants including Member States – through their respective Ministries of Youth Sports and Culture (which will include Ministers and Senior Officials); Youth Organizations and Civil society, Diaspora Youth; Regional Economic Communities (RECs); African Union Sport Development Regions; Pan African Cultural Organizations; Sport Organizations; UN Organizations; Thematic experts; Media and various stakeholders.

Background:

The Specialized Technical Committee on Youth, Culture and Sport is one of the organs of the African Union in accordance with Article 5 (1) (g) of the AU Constitutive Act which also states that the STC on Youth, Culture and Sports shall meet once every two (2) years. This year, the theme of the STC-YCS 3 is “Role of African Youth in Building a Strong Culture towards Fighting against Corruption.” This theme is in line with the overall theme of the African Union for 2018 which is: “Winning the Fight against Corruption: A Sustainable Path to Africa’s Transformation.”
