African Union organises a workshop for the National Independent Electoral Commission and senior Somalia stakeholders on Electoral Security and Electoral Dispute Resolution in Kampala, Uganda

Addis Ababa, 17 June 2019. The Department of Political Affairs (DPA) of the African Union Commission (AUC) and the African Union Mission in Somalia (AMISOM) have jointly organized a workshop for the National Independent Electoral Commission (NIEC) and senior Somalia stakeholders on electoral security and electoral dispute resolution from 17-20 June 2019 in Kampala, Uganda. The multi-stakeholder dialogue workshop aims at assisting the NIEC and key electoral stakeholders to explore strategies for developing an effective strategy for ensuring electoral security in order to promote peaceful, democratic and credible elections.

The Somalia participants to the workshop comprised senior officials from the NIEC, the Federal Government of Somalia, Federal Parliament, Federal Member States and security agencies, among others. The stakeholders will benefit from comparative experiences and lessons-learnt from the continent of Africa on devising effective electoral security strategy and electoral dispute resolution mechanism. It will also draw on lessons-learnt from the Federal Electoral Security Task Force during the indirect elections held in 2016 in Somalia.

The workshop is being organized in line with the mandate bestowed on the DPA as stipulated in the African Charter on Democracy, Elections and Governance to provide technical assistance to Election Management Bodies and other electoral stakeholders. In addition, the AU Peace and Security Council at its 848th meeting held on 9 May 2019 mandated AMISOM, among other things, to provide technical support to the Federal Government of Somalia and Federal Member States, including through the NIEC, in ensuring effective planning, conduct and security for the 2020/2021 elections.

This initiative builds on previous support to the NIEC and other key political stakeholders by the AUC DPA, AMISOM, United Nations and other stakeholders in facilitating dialogues on exploring the most suitable electoral system for Somalia which takes cognizance of the country’s unique historical, operational, security, social and political context.
