The African Union (AU) Permanent Mission to the People’s Republic of China and the African Group of Ambassadors in China are organising the “Strategic Reflection on the Implementation of the FOCAC Action Plan 2025-2027 through an enhanced Synergy and Alignment between the AU Agenda 2063 and FOCAC Commitments”, from 2 to 3 December 2025, in Beijing, China. In the spirit of China–Africa cooperation rooted in solidarity and a mutually beneficial partnership, the retreat will reflect on lessons and proven practices from the first decade of Agenda 2063 and China-Africa cooperation, identify practical pathways to align Agenda 2063, the Forum on China–Africa Cooperation (FOCAC), President Xi Jinping’s Ten-point Partnership Actions for China-Africa announced in 2025, and strengthen coordination mechanisms, including a more enhanced ministerial-level follow-up process within FOCAC.

Particularly, it aims to: reflect on lessons and good practices from the First Ten-Year Implementation Plan of Agenda 2063; identify practical ways to deepen synergy between Agenda 2063, the FOCAC Beijing Action Plan (2025 to 2027), and President Xi Jinping’s Ten-Point Partnership Action Plan; identify practical ways to strengthen coordination and coherence among AU policy organs, regional economic communities, member states, and African missions in Beijing; and consider options for enhancing the ministerial-level follow-up mechanisms within FOCAC.

The retreat brings together African stakeholders in Beijing and AU organs to review progress, identify opportunities and gaps, and agree on actionable recommendations to deepen Africa’s engagement with China. Notably, African representatives in China, the AU Commission, AUDA-NEPAD, will focus on options to promote industrialisation, mineral cooperation, infrastructure development, connectivity, agricultural modernisation, food security, and pharmaceuticals in Africa. They will reflect on President Xi’s commitment to provide fifty-three eligible African countries 100 per cent tariff-free access to the Chinese market, along with China’s technical support — including expanding free trade zones to boost economic growth and create jobs within the framework of the African Continental Free Trade Area (AfCFTA) — and fostering peace and security cooperation. Participants will consider practical steps to enhance Africa’s ownership and leadership of its economic development, peace and security.
