    Addis Ababa, 12 April 2014: The Chairperson of the Commission of the African Union (AU), Dr. Nkosazana Dlamini-Zuma, welcomes the adoption, by the United Nations (UN) Security Council on 10 April 2014, of resolution 2149 (2014) authorizing the establishment of the UN Multidimensional Integrated Stabilization Mission in the Central African Republic - CAR (MINUSCA). The transfer of authority from the African-led International Support Mission in the CAR (MISCA) to MINUSCA will take place on 15 September 2014.

    Recalling the relevant provisions of the communiqué adopted by the AU Peace and Security Council (PSC) on 7 March 2014, the Chairperson of the Commission stresses that the establishment of MINUSCA will mark a new step in the international community’s efforts to assist the CAR overcome the many challenges confronting it. She expresses the AU’s commitment to work jointly with the UN to ensure a seamless transition from MISCA to MINUSCA.

    The Chairperson of the Commission commends the African members of the UN Security Council – A3 (Chad, Nigeria and Rwanda) for their active involvement in the elaboration of the resolution on the basis of the guidelines provided by the PSC in its communiqué of 7 March 2014 and in pursuance of the Conclusions of the Algiers Workshop of December 2013, which aim to strengthen the effectiveness of the African presence in the Security Council. The Chairperson of the Commission also notes with satisfaction the close consultations between the penholder (France) and the African side throughout the drafting of the resolution. Such consultations are in line with the relevant provisions of the communiqué on the partnership between the AU and the UN in the area of peace and security adopted by the PSC at its meeting held in New York on 23 September 2013, calling for the effective involvement of the African members of the Security Council in the drafting of the Council’s documents concerning Africa and for adequate, timeous, informal and formal consultations with the AU and its Regional Mechanisms for Conflict Prevention, Management and Resolution. She expresses the hope that this practice will be sustained and systematized with regard to African issues on the agenda of the Security Council.

    The Chairperson of the Commission stresses that, pending the transfer of authority, MISCA will continue fully to implement its mandate as determined by the PSC in its communiqué of 19 July 2013 and the UN Security Council in resolution 2127 (2013) of 5 December 2013. In particular, MISCA, with the support of the French Operation Sangaris and the planned EUFOR-RCA, will continue to lead the ongoing efforts to complete the initial stabilization phase, building on the significant progress made on the ground, so as to create conditions conducive to the success of MINUSCA. In this respect, she reiterates the AU’s call on Member States and partners to extend the necessary support to MISCA.

    At the same time, the AU, working closely with the Economic Community of Central African States (ECCAS), will intensify its efforts to strengthen and coordinate international support to the CAR Transition, through the International Contact Group on the CAR (ICG-CAR), whose role is acknowledged in resolution 2149 (2014). In coordination with the Republic of Congo, as co-Chair of the ICG-CAR, the Commission is taking the follow-up steps agreed to during the fourth meeting of the Group held in Brazzaville, on 21 March 2014, to enhance its effectiveness and support to the Transition in the CAR. The Chairperson of the Commission calls on all AU partners, including the UN, to lend the necessary support to those efforts and avoid any duplication with the creation of another international mechanism.

    The Chairperson of the Commission seizes this opportunity, once again, to pay tribute to the MISCA leadership and troop and police contributing countries for their commitment and the sacrifices made in pursuit of peace, security, stability and reconciliation in the CAR. She reiterates the AU’s appreciation to the ECCAS leaders, notably Presidents Idriss Deby Itno of Chad, Chair of ECCAS, and Denis Sassou Nguesso of the Republic of Congo, ECCAS Mediator, for their relentless efforts and pro-activeness in the search for a lasting solution to the crisis in the CAR. She stresses that the continued role of the AU and the region, through ECCAS, will be crucial for the success of the ongoing process in the CAR.

    Addis Ababa, Ethiopia, 9 April, 2014: Six new Ambassadors to the Federal Democratic Republic of Ethiopia and Permanent Representatives to the African Union presented their letters of credence to the Chairperson of the African Union Commission, H.E. Dr. Nkosazana Dlamini Zuma, at the AU Headquarters in Addis Ababa, Ethiopia, on Wednesday 9 April 2014.

    The six representatives, whose countries are not member states of the African Union, in order of presentation are:
    Qatar: H.H. Mr. Abdulaziz Al-Rumaihi;
    Sri Lanka: H.E. Dr. Kana V Kananathan;
    Uruguay: H.E. Agustin Espinosa-Lioveras;
    Serbia: H.E. Mr. Dragan Mraovic;
    Italy: H.E. Mr, Giuseppe Mistretta;

    The Permanent Representatives each discussed with Dr. Dlamini Zuma the various areas of cooperation they envisage embarking on to strengthen the relationship with the African Union. Some of the areas of cooperation include economic development, investment, agriculture and agro-processing, peace and security, tourism, mining and migration.

    Following discussions the Chairperson of the AU Commission congratulated each Permanent Representative on their appointment, and pledged her availability and support during their tour of duty.

    Addis Ababa, Ethiopia, 9 April, 2014: Members of the African Ombudsmen and Mediators Association (AOMA) will henceforth join various African Union peacemaking and preventive diplomacy initiatives and missions. The AU Commission Chairperson, H.E. Dr. Nkosazana Dlamini Zuma affirmed this engagement during an audience she granted a delegation of the AOMA, led by the Association President, Dr. Paulo Tjipilca. They met at the AU headquarters in Addis Ababa, Ethiopia, on 9 April 2014.

    The delegation paid a courtesy visit to the AUC Chairperson as well as to present the letter of credence to the Union, of its new Permanent Representative to the African Union and Chief Ombudsman of Ethiopia, Mrs. Fozia Amin.

    Following a brief presentation of the association and its membership, Dr. Paulo Tjipilca expressed the association’s interest in integrating into the structures of the AU, being present and participating in its activities, including those of the AU Panel of the Wise.

    AOMA and the AU Commission had in 2011, signed a memorandum of understanding in which they agreed to promote the strategic priorities of the AUC in the realms of democracy, good governance, promoting and protecting human rights, transparency and administrative justice, elections observation and peace and security.

    Appreciating the important role of the AU in the continent and around the world, including the compelling vision of developing Agenda 2063, and the inspirational “E-mail from the Future,” the Association did not want to feel left out. Its president promised to provide the list of its members for consideration in various high level missions and initiatives.

    Dr. Dlamini Zuma expressed delight in welcoming the delegation to Addis Ababa, and to work with the association in various areas. “Being their last line of defense, our citizens expect you to fully promote and protect their right,” she concluded.

    Addis Ababa, Ethiopia, 9 April, 2014: Three new AU member states’ Ambassadors to the Federal Democratic Republic of Ethiopia and Permanent Representatives to the African Union on Wednesday 9 April 2014, presented their letters credence to the Chairperson of the African Union Commission, H.E. Dr. Nkosazana Dlamini Zuma, at the AU Headquarters in Addis Ababa, Ethiopia.

    The three newly accredited Ambassadors and Permanent Representatives of Member States are from Kenya, Swaziland and Eritrea. H.E. Amb. Catherine Muigai Mwangi is the new Kenyan Permanent Representative to the AU. As she presented her letter of credence, Ambassador Mwangi expressed her honour in moving to the centre of African diplomacy. She recognized the role that the AU plays on critical issues in Kenya, citing the case of the ICC, as well as having Kenya host very important institutions of the Union. She assured the Chairperson of the same level of commitment and participation that the Kenya has always had in the Union.

    H.E. Ambassador Promise S. Msibi presented his letter as Permanent Representative of the Kingdom of Swaziland to the AU. Presenting his letter, he conveyed the King’s fullest support of the leadership of the Chairperson, and also re-echoed his earlier call and support for the Chairperson to push for alternative sources of funding.

    H.E. Amb. Araya Desta from the State of Eritrea was the third Ambassador in line to present to the Chairperson his letter of credence as Permanent Representative to the AU. He reported that Eritrea was doing well with its economy and making great strides in areas such as education in the Millennium Development Goals. He said though there were some challenges, progress is being made in his country.

    The Chairperson of the AU Commission, Dr. Dlamini Zuma congratulated each Permanent Representative on their appointment, expressing her availability to support them in their work during their time with the African Union.

    The African Union welcomes the commencement of the Sudan National Consultative Dialogue

    Addis Ababa, 9 April 2014: The Chairperson of the Commission of the African Union (AU), Dr. Nkosazana Dlamini-Zuma, welcomes the formal commencement of the Sudan National Consultative Dialogue through the convening of a National Political Parties Summit, which was chaired by President Omar Hassan al Bashir, on 6 April 2014.

    The Chairperson of the Commission acknowledges that this first meeting is an important step aimed at transitioning Sudan into a new political dispensation where the issues of democracy, constitutional reform, economic stability, peaceful resolution of conflicts and diversity are effectively addressed. She recognizes the need for Sudan to undertake a comprehensive and holistic national dialogue amongst the people of Sudan and congratulates all the political parties which took part in this first meeting for their constructive and candid inputs, which will guide the national dialogue process and will help focus the work of various committees to be established.

    The Chairperson of the Commission also encourages the Government of Sudan to engage in some immediate national reforms and confidence-building measures, as announced by the President of the Republic during his meeting with the leaders of the political parties, stressing that this would facilitate genuine participation of all the sectors of society in the national dialogue. She urges all the political and other stakeholders to heed the call to take part in this national process to ensure that it encompasses broad views of the Sudanese Nation and to seize this opportunity to advance the democratization agenda in their country and end the suffering of their people.

    The Chairperson of the Commission reiterates the AU’s continued commitment to assist Sudan, through the AU High Level Implementation Panel (AUHIP), and calls on the international community to stand ready to support the Sudanese in the pursuit for a new political dispensation.

    Addis Ababa, 6 April 2014: The Chairperson of the Commission of the African Union (AU), Dr. Nkosazana Dlamini-Zuma, welcomes the launching, yesterday, in Addis Ababa, under the chairmanship of Prime Minister Hailemariam Dessalegn of Ethiopia, Chairperson of the Inter-Governmental Authority on Development (IGAD), of the Sudan People’s Liberation Movement (SPLM) Intra-Party Dialogue Forum. She commends the Ethiopian People’s Revolutionary Democratic Front (EPRDF) and the African National Congress (ANC) for having accepted to facilitate the Forum.

    The Chairperson of the Commission underlines the importance of this process, which should enable the SPLM leadership to examine in-depth the underlying causes of the crisis facing their party and of the conflict in South Sudan. She urges all the stakeholders to take advantage of the intra-party talks, which are expected to run concurrently with the IGAD-led mediation efforts, to advance the cause of peace, security, stability, reconciliation and good governance in South Sudan.

    The Chairperson of the Commission seizes this opportunity to reiterate AU’s deep concern at the continued conflict in South Sudan and the untold suffering inflicted on the civilian population. She renews AU’s full support to the IGAD mediation, and, once again, appeals to the parties to the conflict to put the interest of their country and people above any other consideration and to extend unreserved cooperation to the team of Special Envoys led by Ambassador Seyoum Mesfin.

    Les femmes de la RDC demande à l’UA d’effectuer un plaidoyer accru en leur faveur

    Kinshasa, le 4 avril 2014 – L’appui aux femmes dans la région des Grands lacs et dans le Sahel est une des priorités de la Présidente de la Commission de l’Union africaine (UA), le Dr NkosazanaDlaminiZuma. D’aucuns affirment que la pauvreté a souvent un visage féminin. Consciente de cette réalité, le Dr Zuma a développé avec l’aide du Programme des Nations unies pour le développement (PNUD), un programme de renforcement des capacités destinés à promouvoirl’engagement des femmes dans la sphère politique, le monde des affaires et le secteur agricole. L’objectif de cette initiative pour l’autonomisation des femmes est de soutenir les expériences réussies et de mettre à la disposition des femmes les outils qui leur permettront d’améliorer leur participation dans la vie publique et dans l’économie.

    Pour la région des Grands lacs, la République démocratique du Congo (RDC) a accueilli du 31 mars au 5 avril 2014 une délégation de la Commission de l’UA venue informer de cette initiative les autorités congolaises,les femmes, ainsi que les partenaires au développement. Cette visite a permis de recueillir les besoins des femmes dans leurs différents domaines d’activité. Elle a aussi favorisé une meilleure compréhension des contraintes des femmes en vue d’un appui plus ciblé. «Les femmes de la RDC ont compris depuis longtemps qu’elles ne peuvent pas prétendre à un financement sans un projet et une formation» a indiqué Mme Eliane Munkeni la Présidente de la Commission nationale «Femmes Entrepreneurs » de la Fédération des entreprises du Congo.

    Après plusieurs rencontres avec les organisations professionnels, le Ministère du genre, de la famille et de l’enfant ainsi que les femmes parlementaires, il est apparu que les principaux défis auxquels les femmes font face relèvent de l’accès à l’information et à la formation ainsi qu’au financement. A cet égard, il a été demandé à la Commission de l’UA d’appuyer les femmes non seulement dans les domaines susmentionnés mais aussi d’effectuer un plaidoyer accru en faveur de la prise en compte des besoins spécifiques des femmes dans la politique pour influencer la rédaction et l’application des lois qui leur sont favorables. La Commission de l’UA a aussi été interpellé pour accroitre le plaidoyer en faveur de l’accès des femmes au financement à des conditions favorables. En effet, une plus grande autonomie des femmes permettra d’éradiquer durablement la pauvreté.

    Après cette première étape consultative, la Commission de l’UA soumettra à ses interlocuteurs en RDC un programme de formation. Cette expérience permettra ensuite de mettre en œuvre l’initiative de promotion des femmes dans les autres pays des Grands lacs et dans la région du Sahel.

    Cette initiative fait suite la visite effectuée par le Dr Zuma en RDCen octobre 2013 du. A cette occasion, elle avait fait la promesse d’appuyer les femmes dans leur émancipation politique et économique.

    AUC Chairperson arrives in Abuja for RCM-Africa and Ministers of Economy and Finance conference

    Abuja, Nigeria, 27 March, 2014: The Chairperson of the African Union Commission, H.E. Dr. Nkosazana Dlamini Zuma arrives in Abuja, Nigeria on Thursday, March 27, 2014 for a series of meetings, including the Seventh Joint Annual Meetings of the ECA Conference of African Ministers of Finance, Planning and Economic Development and the AU Conference Ministers of Economy and Finance (CAMEF) holding 25-30 March, 2014.

    Over 50 Ministers and Assistant Ministers of Economy and Finance are attending the meetings during which they will discuss proposals on the mechanism for implementing options of Alternative Sources of Financing the African Union. Their conclusions will be presented for the consideration of Heads of State and Government when they meet in the next Summit billed for June 2014, in Malabo, Equatorial Guinea.

    Holding under the theme, “Industrialization for inclusive and transformative development in Africa,” this joint ECA and AU conference of African Ministers is also expected to deliver the following results, amongst others, “a well-articulated documentation of progress in the implementation of the industrialization agenda, as stated under the Accelerated Industrial Development of Africa (AIDA); and policy options and actions required at national, sub-regional and regional levels for AIDA’s implementation geared toward achieving inclusive and sustainable growth in Africa.”

    During these meetings, Dr. Dlamini Zuma will deliver opening statements, together with the UNECA Executive Secretary, Dr. Carlos Lopez, and African Development Bank President, Dr. Donald Kaberuka and United Nations Deputy Secretary General, Jan Eliasson. Other guest speakers at the RCM will include President Ellen Johnson Sirleaf and President Allassane Ouattara.

    A major highlight of the meetings will be a keynote address on the theme of the conference to be delivered by H.E. Dr. Goodluck Ebele Jonathan, President of the Federal Republic of Nigeria.

    Dr Dlamini Zuma and AUC Deputy Chairperson, H.E. Erastus Mwencha will also be attending the fifteenth session of the Regional Coordination Mechanism for Africa (RCM-Africa) of the United Nations agencies and organisations working in Africa in support of the African Union and its NEPAD programme. The RCM-Africa meeting will hold parallel to that of the economy and finance ministers.

    Addis Ababa, Ethiopia, 24 March, 2014: Ahead of the Africa-European Union Summit scheduled for 2-3 April, 2014, in Brussels, Belgium, a delegation of German authorities visiting the African Union has been urged to support Africa’s integration agenda, in a true spirit of partnership. The African Union Commission Chairperson, H.E. Dr. Nkosazana Dlamini Zuma, accompanied by the Deputy Chairperson and Commissioners urged for the German support, as a key member of the European Union, when they met with the visiting delegation, led by the Federal Foreign Affairs Minister, H.E. Frank-Walter Steinmeier at the African Union headquarters on 24 March 2014.

    Appreciating Germany’s support toward the continent’s efforts to maintain peace and security, the AU Commission Chairperson said, “we must all move beyond conflict resolution, peacekeeping and peacemaking, to work for Africa’s development and its integration agenda, which will target the drivers of conflict.”

    Members of the AU Commission called for more mutually beneficial partnerships that would see more African youths and women trained, grow massive industries that would create employment for millions of African youths, and preventing them from being lured to using dangerous means to seek better opportunities.

    Dr. Dlamini Zuma enjoined the German government to support Africa in realizing the Heads of States and Governments’ decision to silence the guns by 2020, as decided in their solemn declaration during the 50th anniversary celebrations of the OAU-AU in May 2013.

    Minister Frank-Walter Steinmeier praised the AU for taking more responsibilities, particularly in forging ahead with the resolution of regional conflicts. The German delegation also expressed the interest to see more African contribution to funding the AU’s activities.

    In this light, the AU Commission noted initiatives underway such as the Africa Solidarity Initiative and the fundraising conference for the Africa-led International Support Mission to the Central African Republic (MISCA) which saw far more contributions from African countries than the partners. It was noted that the holding of the Conference of Africa’s Ministers of Economy and Finance at the end of March is within the context of generating African finance to support African solution to Africa’s problems.

    The German Foreign Minister spoke briefly about ongoing efforts to reach consensus on cooperation in the crisis in Ukraine, in order to find a way out through diplomatic means.

    Mining and commodities: Africa to speak and act as one

    Addis Ababa, Ethiopia, 17 March, 2014: The African continent must strive to have one voice, and act as one on issues around mining and commodities. This was a clear point of convergence between the African Union Commission Chairperson, Dr. Nkosazana Dlamini Zuma, and Kenya’s Cabinet Secretary, in the Ministry of Mining, who doubles as the Chairman of the Governing Council of the Southern and Eastern African Mineral Centre (SEAMIC), H.E. Najib Balala EGH.

    The two met on Monday, 17 March 2014, at the AU Headquarters in Addis Ababa, Ethiopia, during which they exchanged thoughts on the countless opportunities, as well as the challengesthat exist around the mining sector in Africa. The Chairman of the SEAMIC Governing Council appreciated the Chairperson’s recent representation at the Mining Indaba that held recently in South Africa.

    H.E. Najib Balala’s courtesy visit was in support of the Chairperson’s call for serious strategic attention to be paid to issues of mining and commodities. He enjoined the AU to uphold the much needed continental leadership in this area. In the same light he extended an invitation to the AUC Chairperson to attend the SEAMIC’s Governing Council to hold in May 2014, during which they plan to stretch beyond their sub-regions to embrace a continental agenda.

    The AUC Chairperson affirmed the AU’s determination to champion and attain the African Mining Vision. She committed the full support of the AUC, through the Department of Trade and Industry,in partnership with the United Nations Economic Commission for Africa (UNECA), the African Development Bank (AfDB) and United Nations Development Programme (UNDP) to implement a five-year project aimed at contributing to thedeliver the African Mining Vision.

    Dr. Nkosazana Dlamini Zumaalso extended invitation H.E. Najib Balala to have a SEAMIC representative to join the AU strategy team on mining and commodity exchange.

    Based in Dar es Salaam Tanzania, Tanzania, the Southern and Eastern African Mineral Centre (SEAMIC) is a specialized technical institution, founded in 1977 by Member States to provide knowledge and information in the mining industry.

    Condolence message on the death of former President Ahmed Tejan Kabbah

    The Chairperson of the African Union Commission, H.E. Dr. Nkosazana Dlamini Zuma, received with great sadness news of the death of former President of Sierra Leone Ahmed Tejan Kabbah. The death was reported on Thursday, 13 March 2014, in Freetown, Sierra Leone.

    “President Kabbah was very active in AU and ECOWAS meetings, always bustling with very good ideas and undertaking important continental responsibilities. He will be missed,” the African Union Commission Chairperson said on hearing the news.

    Former President Kabbah will be remembered for his determination and commitment in negotiating an end to the decade-long bloody civil war in Sierra Leone. He was steadfast in his leadership during the post-war transition period, which he served for 10 years, in a two term Presidency.

    Before returning to national politics in Sierra Leone, President Kabbah had worked for the United Nations Development Programme for 22 years, serving in the United States and in many African countries.

    On behalf of the African Union and the Commission, the Chairperson expresses her deep condolences to the bereaved family, and the people of Sierra Leone.
