    AU Commission Chairperson meets Darfur armed movements’ leaders

    Addis Ababa, Ethiopia, 7March, 2014:The Chairperson of the Commission of the African Union, Dr. Nkosazana Dlamini Zuma, on Friday 7 March 2014,met with a delegation of the Darfur armed movements led by Mr. MinniArkoMinawi and Dr. Gibril Ibrahim Mohamed, Chairmen of the Sudan Liberation Army (SLM/MinniMinawi) and the Justice and Equality Movement (JEM), respectively. The Darfur armed movements’ leaders were accompanied by UNAMID Joint Special Representative, Dr Mohamed Chambas.

    The two armed movements’ leaders – now part of the leadership of a political and military coalition under the name of Sudan Revolutionary Front (SRF), affirmed their commitment for peace, a united Sudan with a national identity that reflects its cultural and religious diversity, and the need for a national dialogue to address holistically the problems facing the country. They urged the African Union to become fully engaged in the political process and assist the Sudanese parties realize these goals.

    The Chairperson welcomed the commitment of the armed movements’ leaders to peace, the unity of their country, a comprehensive and negotiated solution to Sudan’s issues, and the holding of national dialogue. Reflecting on the experience of the African National Congress (ANC) of South Africa, she advised that “there will always be problems of mistrust, skepticism and doubts when people have been at war for decades”.

    The Chairperson also welcomed the political determination expressed by the leaders of the armed movements and stressed the need to harness it. She encouraged them to continue to work with UNAMID and other stakeholders to formulate a strategy on how to conduct the national dialogue.

    Dr. Dlamini Zuma reaffirmed the commitment of the AU, through the joint efforts of UNAMID and the AU High Level Panel on Sudan, to continue to assist all the Sudanese parties in the search for lasting peace and economic development in Sudan. “The more we can assist Sudan to be united, diverse, with a common national identity, the better for all of us”, she said.

    South Sudan Commission of Inquiry established and members appointed

    Addis Ababa, Ethiopia, 7 March, 2014: A Commission of Inquiry has been appointed to investigate human rights violations and other abuses committed during the armed conflict that broke out in South Sudan in mid-December 2013. The five-member Commission of Inquiry will be headed by former President Olusegun Obasanjo.

    Announcing the establishment of the Commission and its members during a press briefing at the African Union headquarters in Addis Ababa, the Chairperson of the African Union Commission, H.E. Dr. Nkosazana Dlamini Zuma, said the Commission was established in implementation of a decision of the AU Peace and Security Council (PSC) made by Heads of State and Government.

    The mandate of the Commission as decided by the PSC, is to “investigate the human rights violations and other abuses committed during the armed conflict in South Sudan, and make recommendations on the best way and means to ensure accountability, reconciliation and healing among all South Sudanese communities.”

    Dr. Dlamini Zuma said the Commission was established after deep consultations with the different parties involved in the conflict as well as with the armed opposition groups. The consultations took place in Addis Ababa and during her visit to Juba.

    The five members of the African Union Commission of Inquiry in South Sudan are:
    • H.E. Olusegun Mathew Aremu Obasanjo - Chairperson of the Commission – Former President of Nigeria, and former Chairperson of the African Union. President Obansanjo has headed several AU Election Observation missions and initiatives. He headed the joint African Union and ECOWAS missions to Senegal during presidential polls in March 2012, paving the way for a smooth transition. He is UN Secretary General’s Special Envoy to the Great Lakes and remains an integral actor in the DRC mediation efforts.

    • Lady Justice Sophia A.B. Akuffo - Member. President and Justice of the African Court on Human and Peoples’ Rights based in Arusha, Tanzania. She is a Justice of the Supreme Court of Ghana and has over 39 years of experience working with high-profile national and continental organisations.

    • Professor Mahmood Mamdani - Member. He is the Executive Director of the Makerere Institute of Social Research at Makerere University, Kampala, Uganda. Prof. Mamdani was Chair of the National Commission of Inquiry into Local Government in Uganda in 1987-88. He specializes in comparative studies of colonialism since 1452, and the question of civil war and mass violence.

    • Ms. Bineta Diop - Member: Recently appointed AU Chairperson’s Special Envoy for Women, Peace and Security. She has over 35 years of experience working in human rights, peace-building and development issues in Africa and internationally. Ms. Bineta founded the Femmes Africa Solidarité (FAS), a leading global organization with an objective to strengthen women’s leadership and engender peace processes in Africa.

    • Professor Pacifique Manirakiza – Member. He is currently a Commissioner at the African Commission on Human and Peoples’ Rights based in Banjul, The Gambia. He is an Associate Professor at the University of Ottawa School Of Law in the French Section of the Common law Program. Prof. Manirakiza specializes in International Criminal law and more specifically on the fight against international crimes before national and international tribunals.

    The Technical and Administrative Support Team will be based at the AUC Headquarters in Addis Ababa. The Secretariat will establish necessary contacts with the AU Liaison Office in Juba, the UN Office of the High Commissioner for Human Rights (OHCHR) based in Juba, the United Nations Mission in South Sudan (UNMISS), as well as other relevant stakeholders, to enable members of the Commission to amply carry out their mandate.

    The Terms of Reference of the Commission shall include:
    - Establish the immediate and remote causes of the conflict;
    - Investigate human rights violations and other abuses during the conflict by all parties from 15 December 2013;
    - Establish facts and circumstances that may have led to and that amount to such violations and of any crimes that may have been perpetrated;
    - Compile information based on these investigations and in so doing assist in identifying perpetrators of such violations and abuses with a view to ensuring accountability for those responsible;
    - Compile information on institutions and process or lack thereof that may have aided or aggravated the conflict resulting in violations of human rights and other abuses;
    - The Commission shall make recommendations based on the investigation on the following:
    o appropriate mechanisms to prevent a recurrence of the conflict;
    o mechanisms to promote national healing and cohesiveness, particularly focusing on the need for all South Sudanese communities to live together in peace;
    o modalities for nation building, specifically focused on building of democratic institutions and post-conflict reconstruction;
    o accountability mechanisms for gross violations of human rights and other egregious abuses to ensure that those responsible for such violations are held to account.

    The AU Commission Chairperson said the AU will continue to support the IGAD (Inter Governmental Authority on Development) mediation efforts to end the ongoing hostilities and find sustainable solutions using political and diplomatic means.

    Addis Ababa, Ethiopia, 6March, 2014: The Ambassador of the Republic of Belarus to the Federal Democratic Republic of Ethiopia and Permanent Representative to the African Union, H.E. Dimitry Kuptel, on Thursday, 6 March 2014 presented his letter of credence to the Chairperson of the African Union Commission, H.E. Dr. NkosazanaDlaminiZuma.

    Presenting his letter, the new Permanent Representative expressed his country’s readiness to do business with the African Union and its member states. Belarus will shortly put forward business proposals to discuss various ways for African countries and their citizens to benefit from the science and technological expertise and experience of Belarus.

    AU Commission Chairperson, Dr. Dlamini Zuma welcomed the Permanent Representative, and expressed the AU’s interest in forging collaboration with Belarus in these areas to develop its key priorities notablyskills development, science and technology, agriculture and agro-processing.

    Dr. Dlamini Zuma accepted an invitation from the government of the Republic of Belarus to visit the country, during which she expects to raise awareness about critical continental issues on the agenda of the African Union.

    Dr. DlaminiZuma had been an Honorary Professor at the State University of Belarus before becoming AUC Chairperson.

    Addis Ababa, Ethiopia, 26 February, 2014: On the invitation of the President of the Federal Republic of Nigeria, H.E. Dr. Goodluck Ebele Jonathan, the Chairperson of the African Union Commission, H.E. Dr. Nkosazana Dlamini Zuma will attend Nigeria’s centenary celebrations. Dr. Dlamini Zuma will deliver a goodwill message during a ceremony expected to be attended by Heads of State and Governments from across the continent.

    The centenary celebration marks the 1914 amalgamation of the Northern and Southern entities of Nigeria. Year-long celebrations, which started in February 2013, are expected to peak on 27th February 2014, in Abuja, Nigeria, with a one-day summit on the theme: “Human Security, Peace and Development – Agenda for 21st Century Africa.”

    After Abuja, Nigeria, the AU Commission Chairperson will participate in a High Level Committee meeting on the Post-2015 Development Agenda planned for 28 February, 2014, in Ndjamena, Chad. The N’djamena meeting is expected to launch the Common African Position on the Post-2015 Development Agenda and formulate a strategy for advocacy, negotiation and forging alliances, aimed at making input into the global post 2015 development agenda.

    Addis Ababa, Ethiopia, 25 February, 2014: The Chairperson of the African Union Commission, H.E. Dr. Nkosazana Dlamini Zuma has underscored the fact that “human capital development is critical to deliver on the Agenda 2063 vision of an integrated, prosperous and peaceful continent.” She shared this viewpoint with the newly appointed Executive Director of the Coalition for Dialogue in Africa (CoDA), Dr. Rahel Kassahun, who was on an introductory courtesy call to H.E. Chairperson to present the revitalized focus of the think tank.

    Dr. Nkosazana Dlamini Zuma pointed out the need for heavy investments in Africa’s people, as recognition of the dire importance of human development, one of the most important resources of Africa.

    CoDA’s focus, according to the Executive Director, is on human resource and leadership development aimed at enhancing Africa’s human capital development. Given that the human resource factor is one of the most critical issues underpinning any development, CoDA attempts to address the constraints to fuller growth, drawing lessons from international best practices to inform a well-thought out strategy for human development in Africa.

    The Coalition for Dialogue in Africa is an Addis Ababa-based, African owned international think tank sponsored by the African Union Commission, the UN Economic Commission for Africa and the African Development Bank.

Dr. Nkosazana Dlamini Zuma on Tuesday, 25 February 2014, received in audience the Foreign Minister of the Islamic Republic of Mauritania, and current African Union Executive Council President, H.E. Mr. Ahmed Ould Teguedi.

    Issues discussed during their meeting included the timely implementation of Summit decisions, upcoming Africa-European Union Summit, Ministers of Finance Meeting on alternative sources of funding, the establishment of an AU Foundation and peace and security issues, including ongoing challenges in the Central African Republic and South Sudan, amongst others.

    The AUC Chairperson and the Foreign Minister met on the eve of an official visit to the Commission by current Chairperson of the African Union and President of the Islamic Republic of Mauritania, H.E. Mohamed Ould Abdel Aziz.

    President Mohamed Ould Abdel Aziz will visit the Commission on Wednesday, 26 February, with the aim to further strengthen and enhance the efficient collaboration in delivering on the continental mandate during Mauritania’s presidency of the Union.

    The Islamic Republic of Mauritania assumed the African Union Presidency during the 22nd Summit of Heads of State and Government that held on 30-31st January 2014 in Addis Ababa, Ethiopia.

Mrs. Lidi Remmelzwaal, on Tuesday 25 February 2014, presented her letter of credence to the Chairperson of the African Union Commission, H.E. Dr. Nkosazana Dlamini Zuma.

    During an audience following the presentation, the new Permanent Representative commended the visionary leadership, strategic partnership and quality implementation drive of the AU Commission’s Chairperson. She also lauded the AU’s steadfast engagement in issues of peace and security, particularly its full engagement in the ongoing challenges in the Central African Republic and South Sudan.

    She also encouraged the sustained collaboration between the AU and the Intergovernmental Authority on Development (IGAD) in resolving the crisis in South Sudan.

    Dr. Dlamini Zuma welcomed the Ambassador, and stated her commitment to continue working together in furtherance of their common interests. She noted the commitment of the African Union to ensure quality implementation of its programmes, in order to deliver on the vision of the founders of the organisation, and most importantly, to bequeath the next generation with a prosperous, integrated and peaceful continent.

    Ambassador Lidi Remmelzwaal comes to Ethiopia after gathering experience working in many African countries including, Ghana, Cote d’Ivoire, Togo, Mozambique and Zambia.

Mr. JozefCibula, to the Federal Democratic Republic of Ethiopia and Permanent Representatives to the African Union have presented their letters Credence to the Chairperson of the African Union Commission, H.E. Dr. Nkosazana Dlamini Zuma.

    In discussions after presenting his credentials, H.E. Dr. Andreas Melan, noted the strategic importance to his country in having a diplomatic representation in the Addis Ababa, Headquarters of the African Union, given the critical role of the regional organisation.He invited the AUC Chairperson to consider the Austrian Government invitation to establish an AU representation office in Vienna, being the seat of many multilateral organisations. He pledged the Government’s support in setting up and maintaining the office.

    While expressing interest in strengthening relationship with Austria, Dr. Dlamini Zuma said she will seek to understand why the request to open a regional representation office had not been taken up. Dr. Dlamini Zuma and Ambassador Andreas Melan also discussed other areas of common interest such as gender, which they agreed to pursue closely.

    On his part, the Ambassador for the Slovak Republic, H.E. Jozef Cibula promised to ensure positive cooperation outcome during his tenure of office. He specifically highlighted the interest of his country in supporting the AU and Member States, at both multilateral and bilateral bases in the areas of peace, security and development.

    The AUC Chairperson promised that, once completed, the Agenda 2063 will be shared with the Diplomatic to explore cooperation opportunities for its implement. She congratulated both of them for their appointments and wished them a productive tour of duty.

    On behalf of the African Union and the rest of the continent, the Chairperson conveys her sincere condolences to the families of the victims, President Abddelaziz Bouteflika and the people of Algeria.

    AUC Chairperson’s condolence message to Burundi flood victims

    The Chairperson of the African Union Commission, H.E. Dr. Nkosazana Dlamini Zuma, has learnt with great sadness, of the devastation caused by heavy floods in parts of Burundi’s capital city Bujumbura, following torrential rains this week. The tragic consequences of the floods include over 60 people dead and more than 80 wounded. The floods also destroyed hundreds of houses and thousands of individuals and families have been rendered homeless.

    On behalf of the African Union Commission and on her own behalf, the Chairperson conveys her heartfelt condolences and sympathies to the families of the victims, the Government and people of Burundi.

    In solidarity with the victims, the AU Head of Mission in Burundi and the Chairperson’s Special Representative to the Great Lakes Region, H.E. Boubacar Diarra is leading a delegation to assess the humanitarian situation in order to provide the much needed assistance from the African Union and the rest of the humanitarian community.

    The Chairperson reiterates the AU’s commitment to assist Member States in their efforts in building their resilience, while stepping up their disaster risk reduction strategies.

    Gender Ministers urge AU to mainstream gender into African position on Post-2015 agenda

    Addis Ababa, Ethiopia, 7 February, 2014: Gender Ministers of African countries attending the African Regional Consultation on the upcoming 58thCommission on the Status of Women (CSW) have urged the African Union to mainstream gender into Africa’s common position on the Post-2015 agenda, and make it the 6th pillar of the global consensus. The Ministers made the case on Friday, 7 February 2014, in an audience with the Chairperson of the African Union Commission, H.E. Dr. Nkosazana Dlamini Zuma.

    The AUC Chairperson met with the Ministers to brief them on the outcomes ofthe just ended 22nd Summit of Heads of State and Government. In her briefing, Dr. Dlamini Zuma highlighted 2014 as the Year of Agriculture and Food Security; Africa’s common position on the Post-2015 agenda, which will be finalized at the end of February in Ndjamena; and the Agenda 2063 framework, processes and next steps.

    She encouraged the gender Ministers to actively participate in national consultations to be organized by member states, andaimed at garneringnational inputs to inform and refine the Agenda 2063 framework document before June 2014, when it will be presented to Heads of State and Government for final adoption.

    Regarding their quest to mainstreaming gender into the Africa position on the Post-2015 agenda,Dr. DlaminiZumapromisedto engage withthe Chairperson of the High Level Committee to both consider mainstreaming gender as well as considering the stand-alone priority for women. Nevertheless, she tasked the Ministers to begin engaging their various Presidents to prepare and rally their support before final adoption of the agenda at the end of February in Ndjamena, Chad.

    The AUC Chairperson also promised to organize, ahead of the June Summit, a meeting of Women and Gender Ministers to look at the annual theme of Food Security and Agriculture, and Agenda 2063. Such a meeting will enable the gender Ministersto prepare for both these issues, so that they are not left behind by the time the Summit considers the document.

    The Ministers expressed their gratitude for the meeting, and pledged their support for her leadership in championingthe huge continental transformation agenda. Gender Ministers attending the meeting with the AUC Chairperson came from Malawi, Nigeria, Tanzania, Sudan, South Africa, Mali, Rwanda, Liberia, Zimbabwe, Namibia, Djibouti, Uganda and Ethiopia.

    AUC Chairperson outlines Africa’s priorities in meeting with German Economic Cooperation and Development Minister:

    Addis Ababa, 7 February 2014-Africa’s present and next generations have the responsibility to transform the continent to be prosperous, integrated, peaceful and significant in world affairs. In this process of development, the role of women and young people should be mainstreamed.

    “Transformation means investing heavily in our people: in health, education, skills, science, technology and innovation, for both boys and girls. If we do not invest, we will never be prosperous”, the Chairperson of the African Union Commission, H.E.DrNkosazanaDlaminiZuma said in a meeting today with German Minister of Economic Cooperation and Development,DrGerd Muller, who had requested to hear from the Chairperson how his country and Europe could support African efforts.

    In discussions that were underlined by a mutual understanding of the need to engage in meaningful cooperation, Dr Muller pledged: “We do not want to simply talk. We want to develop projects. We want to assist you to achieve peaceful development.”

    One of the projects proposed by the German Minister and that are in line with the AU’s Agenda 2063, is support with vocational training for young people. The Minister highlighted his country’s particularly strong capacity to train young people in agriculture and industry. He also announced an offer of cooperation in green environmental technologies. The cooperation, he suggested, could start off with meaningful projects in agriculture, energy and education sectors in a few countries on the continent, adding that significant progress has already been achieved in agricultural projects in Ethiopia.

    Saying he envisages a win- win partnership, Dr Muller offered knowledge and expertise, while also highlighting that the value added should remain in the countries themselves. To this,the Chairperson,Dr. DlaminiZuma proposed that the knowledge transfer could be multiplied beyond the participating countries, by inviting young people from other African countries to also take part and take the knowledge and skills back to their own countries.

    Further outlining African priorities, DrDlaminiZuma said, aside from the human resources development andin reference to 2014 which is being celebrated across Africa as the Year of Agriculture and Food Security, “we must produce enough food from the land, both for ourselves and to contribute to the world economy. In so doing, we need to empower women to enable them to make a living and become business people”.

    Exploitation and beneficiation of the continent’s natural resources is another priority for the continent, which has a well-documented abundance of resources to drive its development. Among these resources, the Chairperson mentioned sun, wind, fossil fuels, oceans, forests, fisheries, and minerals as having the potential to propel Africa into a developed continent by 2063. She particularly stressed the need for these resources to benefit Africans:“Mineral resources are not working very well for us, but for other people. That has to change. We produce 80% of the world’s cocoa and platinum yet we do not determine the prices of those commodities”, she said, adding that “We hope that our partners will not make us feel we are doing something wrong, because these are our resources”.

    The Commission Chairperson indicated development of intra-African trade, fairer negotiations and terms in world trade, infrastructure, and enough energy and transport as key drivers of the continent’s development.

    Talking about peace and security on the continent, DrDlaminiZuma stressed the need for stable institutions in Africa to deal with turbulence and to stop political or other fissures from disintegrating into costly conflicts that take a huge toll on human lives and development prospects.

    Referring specifically to the situation in the Central African Republic (CAR) and South Sudan, on which Dr Muller had requested more information, she said:“CAR needs to build institutions. This will help the government to deliver services and maintain law and order”.Dr Muller requestedfor more dialogue on how the EU can support missions such as the Mission to the Central African Republic (MISCA).

    In outlining the AU’s interventions to bring peace to South Sudan, Dr Dlamini Zuma mentioned that an AU delegation under the Inter-Governmental Authority on Development (IGAD) has been dispatched to meet with MrRiekMachar and is also to travel to Juba, to emphasize on the necessity for the two groups to observe the ceasefire. “South Sudan is a new state. It too needs institutions to deal with turbulence. We hope all friends will work for its benefit, find solutions and not take sides”. She also informed the German Minister that a political solution is the best way to bring about the desired peace, reconciliation and healing of wounds arising from the conflict.

    She highlighted the role of women by stressing that a lot of attention needs to be put on their participation in efforts to find solutions to the challenges, as well as in government structures and all institutions.“If we had more women, the outlook would be different and there would be less conflict,”the AUC Chairperson concluded.
