What:                 The African Union Commission, through the Department of Agriculture and Rural Development, in collaboration with AUDA-NEPAD and the Government of Namibia is organizing a Continental Technical Workshop on the CAADP Kampala Results Framework and Biennial Review (BR) Indicators.

When:         24th – 27th March 2026

Time:            09H00-17H00

Where:        Windhoek, Republic of Namibia.

Venue:        Hilton Hotel

Objective:

The overall objective of the continental technical workshop aims to receive feedback on the proposed CAADP Kampala Results Framework and Biennial Review indicators and agree on a roadmap towards implementation of the first BR cycle under Kampala.

Specific objectives of the workshop aim to:

  • Review the proposed Results Framework, ensuring clear alignment between commitments, targets/milestones, intervention areas, and the measurement architecture at country, regional and continental levels.
  • Review the proposed set of BR indicators and associated metadata (technical notes, definitions, units, data sources, periodicity, and responsible institutions) using the indicator selection criteria.
  • Align the CAADP results framework with the AU wide strategy on Flagship Programmes.
  • Confirm and agree on indicators for use in the BR cycles of the Kampala era
  • Harmonise on governance and coordination arrangements for data collection, validation.
  • Ensure implementation roadmap for the first Kampala BR cycle.  

Expected output

The continental workshop aims to come up with:

  • Reviewed CAADP Kampala Results Framework
  • Reviewed draft BR indicator set, eBR application and technical notes
  • Agreed governance and coordination arrangements for data collection, validation and reporting.
  • A time-bound roadmap for implementation of first Kampala BR cycle, among others.

Background:

The Endorsement of The Comprehensive Africa Agriculture Development Programme (CAADP) at the 39th Ordinary Session of the African Union Assembly of Heads of States and Government as a Flagship Project of Agenda 2063 reaffirms that CAADP remains the African Union’s primary framework for transforming her agri-food system.

The CAADP Kampala Declaration, Strategy and Action Plan (2026–2035) is anchored in six (6) strategic objectives and 22 targets, designed to build sustainable, inclusive, resilient, and prosperous agri-food systems. The Strategy also outlines 48 detailed interventions, outputs, and outcomes that Member States must collectively implement.

Delivering on this agenda requires a Results Framework and a fit-for-purpose set of Biennial Review (BR) indicators that are relevant to the Kampala commitments, feasible, and aligned to national data systems, while enabling continental comparability and mutual accountability. The African Union Member States require a harmonized Results Framework and Indicator System that:

  • Translates commitments into measurable results,
  • Supports accountability and policy decision-making,
  • Strengthens alignment between national, regional, and continental reporting, and
  • Builds on the lessons and structure of the CAADP Biennial Review system

Participants:

The continental technical workshop will bring together AUC and AUDA NEPAD, technical experts of Member States, Regional Economic Communities (RECs), CAADP BR task force experts, and relevant partners and stakeholders.
